Nepal is once again facing the brunt
of the 'old wine in new bottle' syndrome as the old faces
bicker with each other over civilian supremacy, army integration,
party leadership and use of regional language while being
sworn in. They are missing the larger picture of drafting
a new constitution which seems like an unachievable task
by 5 March, 2010. To know more about the state of the transitional

Similarly, the Haiti earthquake on 12 January has made the
world sit and pay attention to one of Mother Nature's extreme
way of expressing her unpredictability and automatically
shifted its focus on Nepal. It isn't an unknown fact that
Nepal is in an earthquake prone zone but Haiti's devastation
comes as a rude awakening to the future which might soon
be Nepal's. Yet, the state's preparation for a probable
destruction is next to non-existent. Our hospitals are ill-equipped
to address the number of casualties and our infrastructure
too weak to bear the weight of such an occurrence. As an
effort to make organised those who will be involved in the
relief and recovery, if and when the prediction comes true,
we have, in this issue, the Learning from Earthquake
Relief and Recovery Operation, a paper prepared by
Active Learning Network for Accountability and Performance
in Humanitarian Action (ALNAP).
On a different and a more personal note, it is a pleasure
for the editorial team at
to announce that with your encouragement we will be taking
a huge leap and fulfilling a long cherished dream of publishing
monthly from the next volume onwards. This is our last quarterly
issue but we will continue to bring forward issues pertaining
to development, management, organisational behaviour, innovative
solutions and social issues which are relevant to the changing
times we are living in but with an altered outlook on a
monthly basis. We will persistently aim to document and
broaden our platform to cater to all the needs of the Nepali
development sector and grow along with it. We hope to receive
your continued support in our new journey as we have in
the past.
